Toni Gallo

Toni is an affordable housing and community development expert with over 35 years of experience implementing and advising on both U.S. Department of Housing and Urban Development (HUD) and U.S. Department of Agriculture (USDA) Rural Development programs.

Toni specializes in translating technical material to make it accessible to a lay audience and providing training that engages audiences with varying levels of expertise. She is an expert on HUD-insured affordable multifamily housing programs and their lending requirements. She has worked with HUD-approved lenders, needs assessors, appraisers, and other stakeholders to navigate affordable housing program requirements. She currently leads teams to assist HUD’s Offices of Asset Management and Property Oversight (OAMPO), Recapitalization, and Multifamily Production in working with stakeholders to properly operate and preserve affordable housing.

Toni has spearheaded human integration and training efforts on several HUD software systems. She has also coordinated technical assistance for programs that produced Capital Needs Assessments for underwriting and transmitted electronic grant applications for Continuums of Care. She has worked closely with the Office of Multifamily Housing as well as HUD’s Office of Special Needs Assistance Programs.

Prior to her current role, Toni worked at several private and not-for-profit organizations dedicated to the development and management of affordable housing. She served as Vice President for the National Housing Trust, a nonprofit organization dedicated to preserving affordable housing resources, as well as BRIDGE, a large developer of affordable housing located in the San Francisco Bay Area.
