Tracy brings to our team a wealth of experience as an architectural historian meeting the Secretary of the Interior’s Professional Qualification Standards and with the Federal Emergency Management Agency’s (FEMA) public assistance (PA) recovery programs. As a subject matter expert in environmental historic preservation (EHP) and FEMA PA, she helps communities recover from natural disasters using her expertise in flood-, 飓风-, 龙卷风,, and fire-related events by navigating policy and compliance issues to expedite funding. Tracy has also worked closely with the FEMA Hazard Mitigation Grant Program (HMGP) and the Department of Housing and Urban Development’s Community Development Block Grants Disaster Recovery (CDBG-DR) programs and has geographically supported recovery programs and resiliency projects in Louisiana, 纽约, 新泽西, 密苏里州, 加州, 德州, and Puerto Rico.
During Hurricane Sandy, Tracy managed and coordinated FEMA EHP for large projects such as the $3 billion dollar 纽约 City Housing Authority recovery project to expedite funding while fulfilling compliance requirements without undue delays.
In 加州, Tracy served with the Interagency Coordination Division as the natural and cultural resources lead for the State Disaster Recovery Support Function. During this state-led recovery, she identified gaps and potential funding by leveraging 联邦 and state agencies, as well as non-profit resources, for resilient solutions for the Paradise Camp Fire event. Her work resulted in decision matrices for future events in the state.
